Are you just trolling or misinformed? Stock android 4.2 has a transparent notification bar when you pull it down. Windows phone has a transparent style weather app as pictured up there. Windows Vista had it all over the place.
I’ve got to say I cannot relate. Most desktop standards have been around for a bit. We’ve had DDR3 since 2009 and PCIe x16 for even longer than that. DDR2 Ram is still available (if expensive). I think the big issue with your lack of success is either extremely poor planning or really long upgrade cycles that are preventing future upgrades. If you built any desktop after mid 2009 you can pretty much still pick up whatever it is you are looking for.
For my own purposes I generally pick up at least a new gfx card annually (whenever a new one comes out I buy last years model at cut rate prices) and I fully upgraded my ram to my motherboards maximum about 2 years ago so….
