I think it has to do more with the business side of it, instead of the innovation.
The design of the iPhone 4/4s has been around since June of 2010 and in that time a lot of people have bought iPhones and apple knows that they have a great design but if they want to sell more devices they have to change that design, not necessarily in a drastic way, just look at the previous models (original iPhone and iPhone 3g) the design hasn’t changed that much.
To answer your question, I think when you compare it to the mobile market “Android phones” the iPhone design is not changing fast enough.
But then again Apple is not pressured to change the design every 6 to 12 months because they know they have something that works and sells good.

I say they get rid of all the glass, metal, wood, paper, leather and linen interfaces and go for something more modern and digital (a.k.a metro)!
