Because not everyone’s body chemistry responds the same way, or worse – adverse reactions. Trying several different approaches to the achieve the same goal is one of the underlying principles (IMO) of the scientific process.
I can understand your hesitation about duplicitous research, especially when it comes to where the government is concerned, but these are scientists trying to do the research, not government officials.
