Poor choice of words. Per the article I posted below:
In Obama’s first term, amid evidence of widespread fraud, the Federal Communications Commission moved to crack down on the program, saving what it predicts will be $400 million this year, on top of $214 million in 2012.
Correction: “Widespread fraud.”

I know the entire backhistory of the free phone program. I know it started with Reagan. I know it has been out of control ever since mobile phones entered the mix.
