Because Android hardware does so much worse with so much more. Soon, maybe with 16-core phones and a few more versions we can be lag/choppiness free on Android like WP was with a 1ghz single core or an iPhone was with a 800mhz single core.

I get that Android is very flexible and can have a lot of functionality. I loved it for that. but I left it because it was such a bad experience.

I find the WP scrolling pretty balanced between iOS and Android, very natural. But there are situations where faster scrolling would be desired like long webpages. On Android I always felt out of control and like everything was being slingshotted around. And I agree as far as the notifications. Live Tiles that display the Toast info is the only way to see them if missed.
