Yes. The app switcher is recent apps, not necessarily running apps. Unless you need to kill a hung app, you shouldn’t be manually quitting them. The OS takes care of it.
The easy proof of this is to power cycle the phone and then hit the task switcher. It will look identical to before you power cycle it because it’s showing your recent (not running) apps.
