This is just purely a penny-wise and pound-foolish decision by Microsoft. If a computer has a DVD drive, enough people, especially less-cutting edge users who likely have never heard of VLC or use streaming services, are going to attempt to watch DVDs on their systems.
Between this and the countless invisible hotspots in the current version Windows 8, Microsoft seems almost determined to annoy many of the same less tech savvy users who turned Vista into a massive publicity nightmare.
