Maybe shoot them an email? A call perhaps? I’ve dealt with their, rather good customer support in the past about issues with PSN and my account. I know people all over the US with slower connections compared to mine and they download faster then what you are getting. For what it’s worth, any fix that makes your experience a better one is better then going through what happened with HR. Hopefully you get whatever is messing up solved.

Yeah, using a hard drive to cache data is a bad thing, like pc gaming. And you got rid of your PS3 for something you aren’t even sure of? Good call.

There is something off when I and a lot of people in my area, am able to get full download speeds while others can’t.

I know Bell is famous for their bullshit throttling and I experienced this for myself even when I was on their Fibe 25 service. Not sure about Videotron since they don’t serve my area. It seems like they have pretty bad caps like Bell though.
Not saying this is any fault of your own or your friends, but terrible download speeds like that haven’t been an issue with PSN for me in years. I’m guessing it’s been fine for a lot of others too.

I get it, but I have no idea why your experience with the downloads especially was so slow. It’s been a long time since I’ve has any issues with network speeds, even on game launches. This is definitely not normal and I think there is another issue here.

I can’t believe people who want a more PC like experience, want Sony to limit patch sizes and stop firmware updates. Firmware updates as trivial as they may seem(besides what happened to Linux) implement fixes, add updates to the system apps like the store. You actually want this kind of thing to stop? The great thing about not imposing limits for patch sizes is letting developers throw in content with that patch.
I decided to give the entire process a go by deleting the game data, redownloading the dlc and reinstalling the game with patches. I simply used my iPhone’s stopwatch and started it once I hit download on the PS Store for the dlc, before starting the game up fresh. I’m running a 28/1 cable connection and I always hit max speeds from anything on PSN. I remember around launch and a little while after it wasn’t like this. Store downloads were slow, patches, etc., but things have gotten significantly better over the years. I’m not exactly sure what is wrong with your system, maybe something on your network, maybe your PS3 filesystem or database needs to be restored?
Going into the store and downloading the dlc in the background must have taken a minute an no longer.
The dlc finishes downloading at the 10 minute mark while my game is still updating and it at 90%.
The game update finishes downloading at 11:10.
The game install finishes at 13:10.
I exit the game to go install the dlc which is 904mb and finishes at 16:00.
Starting the game up and the mandatory install finishes up at 25:10.
I’m at the main menu by 25:50.
I basically doubled the amount of data that you downloaded and installed, still coming out much faster then what you described.
Of course your Xbox will update in a short amount of time. MS limiting update sizes because the base development sku must work with no hard drive. Steam updating games and the PS3 updating should be the same considering how they work.
