There were builds of Mountain Lion before WWDC because Mountain Lion was formally announced months before WWDC.
That said, 9to5Mac, at least, published not one but two trustworthy articles with some insides scoops on iOS 7 and OS X 10.9.

I love how they keep touting that 100 million licenses number when those are just licenses, often purchased in bulk by OEMs, and not actual copies in customer’s hands (or even necessarily on store shelves).

You can restore your backup from the cloud, but you can’t actually restore, as in, if the phone gets stuck in recovery mode due to a failed OTA update or other software glitch, you are stone-cold fucked without a computer with iTunes.
