One last comment, your bikes and parts of your bikes have all been beat up/killed/stolen. I am guessing this is because you park them on the street… This is the fastest way to make bearings go bad, chains rust, and just do damage to your bike in general, not to mention riffraff messing with it. Locking you bike to a light pole while running errands is not what i am talking about here, i am talking about at work and overnight at home. See if you can find at least somewhere that is out of the rain but more preferably indoors or a parking structure. your future bike will thank you.

you also mentioned wanting an absolutely bombproof bottom bracket… No fully built bicycle will come with the best BB off the shop floor. i suggest using what is included until it decides to go kablooie, then take a look at these:

I am a 12 month a year bicycle commuter in Madison Wi, here are a few things i have deemed necessary on a commuter:

• Fenders – If you want to commute in all weather having a full coverage front and rear fender makes all the difference. there are plenty of brands that are just fine, just make sure you pick a bike frame with the proper mounting holes otherwise you have to deal with fenders as more of a retro-fit.

• Attire – A really good rain coat and rain pants make 365 bicycling a real option

• Riding Position – Get properly fitted, this is worth atleast $100. Go to a local bike store, not a little niche store, and not a sporting goods store, a bike store that carries mountain and road and everything in between. tell them what you outlined in your post and that you would also like a professional fitting. it will be worth every penny. They should be able to adjust your saddle position, stem length and height and bars for you to really fit the bike to you. Any Trek, Specialized, Felt, Raleigh, Schwinn dealer will have a bike that matches your needs and should be practiced at bike fitting. Also, it sounds from your requirements like riser-bars might be the thing for you.
