It’s not CM9 either. For CM9, it is:

Settings > System > Lock Screen> Lock Screen Shortcuts

Would this be in addition to the current app switching in ICS or as a complete replacement. I feel like this would be really useful as an addition that would let you go back and forth between a few apps really quickly, but sometimes I’ll go back pretty far and would still need the traditional scrolling list.

Yeah, but we can’t un-skin all the apps that came with the device. It’s a bit disjointing to have themed your launcher to stock but then get the Touchwiz dialer.
