But they also want their phone to work with a good user experience (they can’t articulate that, but that’s what they really want). That was the biggest improvement on ICS. Instead of consumers getting that, the majority of phones for sale right now are still on GB.

I understand what you’re saying, but as a developer, the fragmentation seems like a real QA concern. You’re going to have to test / support Gingerbread for at least two more years (since these phones are still selling with it). Basically since two versions of the OS are still selling (and I would argue that Gingerbread is outselling ICS in new phones right now), this will always be a problem. Same thing when JB ships, except there will probably be three versions selling at that point (just like when Gingerbread released Froyo was still on new phones).

Basically as a developer you are going to be testing and doing QA on an ever growing number of OS versions.
