They have never returned to China. All services for Google run through the .hk Hong Kong and .com American servers. You still have to go through the Great Firewall to get access, and many services are still blocked, including Google Drive. Gmail is off and on for me, and Calendar always requires a VPN to use. Google works, but the only support is for Taiwan, Macau and HK who have free and open Internet.
