Only you can access it…unless some crafty piece of malware gives you a dialog that looks like that piece of software (phishing) to get the data it needs to unlock it, then uploads that with the encrypted payload to a server somewhere.

I really dislike the concept of password managers. One central place for someone to steal passwords from. I’ve seen malware that targets them and uploads the data (I work for an AV company).
