Compiling and linking is way more complicated than just typing code into an editor. Chrome OS definitely could have a native (or packaged) app to build HTML/Javascript/CSS but going beyond that gets a lot more complicated. The real issue is that Google doesn’t want to put APIs and runtimes on the local machine, so all of your managed MS languages and Java (which basically accounts for a large portion of the new apps written right now) are not going to be executable on Chrome OS.
So, a compiler would be useless on Chrome OS because the product of the compilation would have to execute on another machine. I’m not too sure how trying to replicate a VM on a cloud server would work to allow an Android test environment to work. Or maybe not even Android, but Java. Or C#.
With Chrome OS, Google wants people to develop for the web. So I doubt a “compiler” (read: IDE) will ever see the light of day (at least from Google) on Chrome OS.

The Wallet integration is great, even if it US only – it should stop people using PayPal and other services.
PayPal is an industry standard. It won’t stop anyone from using it. I imagine there will be a fair amount of distrust for Google’s new system at first.
Android Studio built for Chrome/the web would also be amazing. I’m guessing compiling could be turn in the cloud, as I believe Chrome OS cannot compile code.
I doubt there is a technical reason why Chrome OS could not have a compiler for Android, but the question becomes whether or not Google would want to invest that kind of time into developing a web based compiler when they could just build that would target a local machine.
As far as developing for Windows, I don’t think Google is against it. I think what Google is against is propping it up. Android is a market leader, which is why Microsoft is developing for it. Google isn’t developing for WP 8 (or RT) because it’s a segment of the market that is too small to care about. Even MS is ditching Windows RT at the launch of Windows Blue (Microsoft seems to be late to the market recently and their solution are two dead in platforms in WP7 and Windows RT… kind of frustrating for a developer).
Overall, Google’s goal isn’t Android, but Chrome. Ultimately, Google would like to see your phone be a physical web browser where the apps are web technologies. Android is merely a stop gap technology until the real technologies are ready. Google wants a platform it can launch it’s own services on and anyone can reach it. The best way to do that right now is the web. Anyone from a windows desktop with the latest hardware to a feature phone can reach the web. That’s why Google wants it more than Android.

There is a big difference between competing and not being interoperable.
Google Maps competes (dare I say, dominates?) and is interoperable with just about every OS. Youtube could be interoperable with every OS and would dominate that segment. Google+ won’t be more competitive if it were less interoperable. And so on…
Competition is what made Apple the top technology company in the market. What Larry Page said was nice, but Google doesn’t exactly follow his direction. Competition and interoperability are not mutually exclusive.
Right now, Microsoft’s most profitable mobile OS is Android. iOS could be Google’s (with the slow porting of Play Services – especially games services – to other platforms).
What makes great technology companies isn’t lock down or interoperability. It’s filling needs.

While I understand your concern and desire to act, no one who uses Google Glass is going to be taking pictures of kids unless they are the parent or a relative/friend.
Why? Because it’s a huge fucking camera mounted to the side of their head that screams “HELLO, I HAVE A CAMERA HERE!”
If you are going to try to be a pervert, you are going to conceal it a lot better and there is already technology on the market to do this. Spy cameras have been available on the open market for ages and they are way cheaper than a bluetooth headset for a smartphone (the base price for both is going to be in excess of 400 USD and the likelihood is that will be the base price of each…). [as an aside, the smartphone that you have to have with Glass already has a camera and likely a front facing camera without a shutter that you could use to be way more covert].
If someone wants to take perverted pictures of your kids, they’re going to find a better way to do it.

I know a YT content creator (his main job is content on YT) that had to shut down one of his series because THQ (I believe… or whoever owns it) Saints Row’s owners pulled a DMCA on him. The only thing he did was play (LP) the game.
So, while the question may be open from a moral perspective, it certainly isn’t from a legal one.

Clearly, it means that Google is handing Android over to Samsung and going home. They didn’t announce a new version, because every new version will be new versions of TouchWiz. Samsung just allows Google’s services to exist on it.
