A web app absolutely is support. Web apps offer support independent of platform, which does not mean no support for any one platform. Would a native app offer better support? Of course.

They said the Google Voice team was rolled into this new Hangouts team and an integrated app will be out in the summer. Take that with a grain of salt, but they certainly didn’t give up on Voice.
Also, they said it will replace GTalk.

It doesn’t matter what they were expecting. You review based on the product relative to other products in its category.
If you were expecting Nintendo to release the Wii Shiit and instead it released the Wii U that shouldn’t increase it’s score. You don’t adjust your perception based on what you were expecting the company to do – it has to be a relative to the industry rating or else it’s meaningless.

Yeah wolves die if they have no food. But what if every animal on earth died because there was no food? We can all agree that’d be a doomsday scenario.
