Yes… He should keep quiet and endure the tedious process that Microsoft has put in place.
After a reasonable period of time it is his moral duty to disclose the issues. Sitting on a vulnerability for months on end, with Microsoft ignoring you, is no answer.

I have read from other security researchers that working with Microsoft on such issues is very productive and friendly.
That happen to work for large security houses. They have a wonderful relationship with Microsoft. Anyone else is put though a tedious process that treats a developer like he is an average user. To get through to anyone with more than a monkey brain, you have to spend quite a lot of time proving that you are right. This guy got annoyed…

Yes – Microsoft reacts faster when anti-virus and security research companies report issues than anyone else. Microsoft is welcoming of learning, but not necessarily fixing them. Though even the “learning” part is an annoying experience.
