What’s wrong with capturing over-the-air TV transmissions and streaming them through the Internet ?
As long as you don’t modify the streams, I don’t see any issues. On contrary, it’s more viewers for the channels.

I see the problem here: you basically want ChromeOS to look and behave like a traditional OS.
what for ?
ChromeOS is a perfect match for the general population, that is 99% of the world population (if not more). The #1 ChromeOS problem is exposure, getting known. Every time I explain ChromeOS to people, their eyes spark and ‘that is what I was waiting for !’ is often heard. When I add that they won’t need me anymore to fix configurations and other maintenance issues it’s even more joy…
The #2 ChromeOS problem is that the tech savvy population, who has an enormous influence on the general population, has a bad habit of generalizing their own needs and usages to everyone else…So if ChromeOS doesn’t suit them then it’s garbage for everyone else and they make sure everyone know it (just see the outcries and whining about the Pixel). For this, the general population get mixed and contradictory signals about ChromeOS.
I’d say that offline and apps that look like traditional apps are issues mainly for tech savvy people.
Also I know a lot of regular people who buy ‘laptop’ form factor computers not because they need to use them ‘offline’. They don’t care about that at all. For them ‘laptop’ form factor means “space” (no dedicated desk, cables, etc) and ability to use it anywhere in the house. The point is : it’s not because Chromebooks have a ‘laptop’ form factor that they should work offline. Then again, that’s a notion a tech savvy mindset has a hard time accepting.
So If you really need offline for your computing needs then ChromeOS is probably not for you.
The extra efforts it take to add offline to apps is probably not worth it in most cases, even more as Internet availability grows every day.
I think Google should focus on the 99% not the 1%. I think they’re already doing exactly that and them adding here and there a few candies for the 1% it’s only because these 1% are very influential.

We already have an offline document editor. only spreadsheets aren’t working offline.

The main purpose of packaged apps isn’t about offline, It’s about doing stuff regular web apps can’t do (accessing the ChromeAPI).

There is no point transforming ChromeOS and its apps into something like a regular OS and regular apps. That’s not the goal of this OS.
In ChromeOS design philosophy, offline mode is an exceptionnal situation and should not be the default. From time to time, we still need offline today but in the future it will be less end less frequent (networks are growing every where, even in planes).
