Because… whoever uses or used UMTS based video calls ? To my mind, UMTS video call was the expected “killer” feature promoted at 3G network launches, before any phone could make mobile data transmissions valuable.
And beyond that, UMTS video calls is based on 64 or 128 kbit/sec Circuit switched channels which are definitely not spetrum efficient and consistent
