Yep. The UI is pretty much set in stone now (and has been for some time). Though the B8 blog post did say that not all UI changes will be in the Release Preview and only will be in RTM.

The Ribbon isn’t designed to completely replace the menu bar. It’s only designed for programs that have a lot of features. A program with a small feature set is fine with a standard menu bar. Even Jensen Harris, who at the time was on the Office Team (now on Windows Team) and led the Ribbon development, has said this. Programs with a huge feature set (like Office) are better with the Ribbon.

Default browser is handled differently in Windows 8 – make the browser default by using the “Default Programs” control panel. Most browsers haven’t been updated for Windows 8 default browser compatibility.
