International treaty bans have done nothing to prevent biological and chemical weapons. It has only been the recognition of how truly terrible those weapons are that has prevented their use. The same goes for nuclear weapons.
I already have access to them: I get copies of everything and keep track of them myself. The doctor’s chart belongs to the doctor. It may be about you but its his property and the government is simply stealing it when they mandate others have access to it. Take some responsibility and keep track of these things yourself.
