The theft of the medicines away from those who really need it is indeed infuriating… but of course, we do not want to make the problem worse, do we? As long as the vast majority of the drugs reach those who deserve them, you’d probably want to keep the supply flowing, even as actions to curb illicit use are taken.
I reckon that most of those whose lives depend on that medicine do, in fact, take it.
