Oh, and another thing – you were not talking about ARM – we are getting an ARM Office. You were talking of making a Metro version, which has a completley new API – so yes, it actualy means writing Office from scratch.
And by the way – WP7 Office does not use WinRT API and as such could not be used as a base for Metro Office. If somethig looks and feels the same – does not mean it is the same.

The thing is there are a lot of people working on just slowly updating from 14 > 15. Meaning: it would take even more to upgrade WP7 Office to Office 15 level.
And a LOT of Office is machine code specific. MS had a hard time going to x64 just because of this (and since 32 is so higly optimized the only benifit was a larger spredsheet support – general speed did not increase to be worth it).
