Being cut because it was detailed certainly is inconvenient. “Hey, Tom, cut that program that the public actually heard about. Yeah, the one they said in congress the other day. Whatever the hell it was.” You only feel the pain you know about when talking about public money.
They must have someone in there making decisions in the politically charged mode, instead of in the way everyone below makes their decisions. This is how I think the Pentagon and most other government-run entities operate… just got someone at the top screwing with everything to score points for the person who appointed them to that position.
