If you install the hangouts extension on your computer you will receive phone calls on your voice number. This is better than it was before because you used to HAVE to have the gmail window open. Not anymore.
You can also make calls from Google Hangouts or use the Voice Extension to make calls.
This is bad reporting from some wanna-be Googlers. Try to keep up Verge. :)
