No.
There is no stand alone application for this technology that isn’t a gimmick. What you describe is useless because it lacks feedback. Your hands are completely disconnected from the display. There’s nothing physical to provide orientation.
Touch screens allow users to manipulate objects in two dimensions. You physically place your fingers onto a surface that displays images.
Motion tracking technology like this (Leap Motion,) needs to be amalgamated with eye tracking, touch panels, 3d displays, feedback mechanisms, etc, before it becomes useful.

The article states the display is an SAMOLED Plus* panel.

Oh wow, that looks like the future to me. Keyboards and mice are too tactile and comfortable. I’ve always wanted to control my computer by flapping my hands in front of a sensor.

You’re incorrectly associating depth with ergonomics. The sharp corners of your iPhone 4 are what make it give it that un-“comfy” feeling.

I’m offended by your application of logic.
You’re only supposed to post text walls of groundless opinion. Only the people who haven’t actually used the Galaxy S 3 should comment.

We’re talking about at best, single-digit percentages of smartphone owners who consider these to be plusses.

So awesome. It’s like the 80s all over again.
This sort of stuff makes me lament the decade I was born in. Us 90s kids missed out on BASIC, Assembly, Atari, Commodore and the BBC Micro. We had the luxury of simply popping in a diskette or CD and installing our programs. No need for typing in a couple of pages of code from a magazine.
id Software is what got me started. If it wasn’t for Carmack releasing the source code to his games, I would’ve never delved into coding. HTML and cheap dial up internet was cool too.
I actually remember begging my parents to send me to ‘programming camp’ in the summer, only to be signed up for hockey. Consequently my skating is still superior to my coding.
Anyway: Arduino, Raspberry Pi, Android, Linux, FOSS… these kids have it made. Some insanely genius programmers are on the horizon.

During the exercise, the 26th Marine Expeditionary Unit will board a ship that has been “hijacked” by pirates, and will then use smartphones to send video and data back to their own ship.

So the Navy is going to use off-the-shelf civilian communication equipment (read: cellphones,) instead of military grade hardware?
I’m torn between sentiments of: epic waste of money, and, more efficient killing.

That’s what a laptop is for, isn’t it? And even doing something as simple as javascript is a chore. Most laptops have sub 20" screen sizes and non-ergonomic keyboards.
My everyday monitor is 30" at 2560×1600. Not only is it awesome to look at, I’m able to spend less time navigating and more time doing actual work.
But I get it, I think. Working on a tablet is more suited for designers.

I think coding on a 9.7" touchscreen should be on a list of reasons NOT to get an iPad.
