You’re taking a bit too formal an approach here. Calling two different products by the same name does not mean that they are in the same relevant market for the purposes of antitrust analysis. WinRT by any other name only operates on ARM (which, for the time being is tablet/phone only), while Windows 8 is an x86 PC OS. The two product markets are different, and a monopoly in one does not (generally) affect what a company can or can’t do in the other.
Also, having a “legally declared monopoly” doesn’t really mean much of anything. You either have monopoly power or you don’t.

A 480 km range could easily be a weighted average of the ranges at likely speeds, based on the graph in the article, though I suppose it’s a bit strange to call that a max range.
