I don’t know about the practicality of NFC replacing a SIM, but there is already momentum around NFC-enabled SIMs. One benefit is that feature phones or non-NFC equipped phones could easily be enabled for mobile payments and other NFC use cases. I think adoption is being primarily hindered by cost (carriers don’t want to pay for more expensive SIMs when NFC payments doesn’t offer a clear revenue stream to them) and phone design (SIM is usually sandwiched between the battery and screen), among many other challenges inherent to NFC.

I understand your frustration, but lets look at a few factors:
1) Today, voice and SMS aren’t “just data”; they run on a separate, non-IP networks. In the foreseeable future this will change for smartphones as LTE and IMS or Voice-over-LTE become the norm. Until then, voice and SMS will continue to be routed through the legacy GSM/CDMA network.
2) The reason voice and text plans are separate is a historical remnant left over from the feature phone era. It will remain this way until (a) all phones are smartphones, and (b) the networks are purely IP-based.
3) No company is going to charge you their cost for a service (e.g. SMS). A few dumb companies will use “cost plus” pricing (their cost plus percentage of margin). Smart companies will charge value-based pricing. That’s exactly why SMS plans are so expensive – the market will bear the price because it’s a highly desired feature.

There’s also the issue of additional overhead costs of totally buying into the new design guidelines for ICS. They would have very little leverage between the different ecosystems if they strictly followed the various OS design guides.
Lastly, there’s the whole issue of only 5% of Android devices being on ICS.
