I think it’s like this:
Each game auto installs in the background to the hard drive, and then you can play without the disk. You can imagine though without any “license protection”, people would just borrow disks, install the copy to the hard drive, and basically copy a game (i.e. steal). The only way you can play from the hard drive alone (without a disk) is by being the original owner. If you are not the original owner then you MUST have the disk to play. The results in 2nd hand owners having slower load times and I can almost guarantee you that online play will be restricted to those people playing off hard drives only. The online only for “original” owners piece is now enforced on the hardware rather than EA handing out codes with each new game. This explains why EA dropped this recently… because now they don’t enforce it, your Xbox One will. Now if you’re a 2nd hand owner and want to play without a disk and go online? Pay a fee, but this is the same deal we have now with most games (need to buy a code for online play for used games).

My guess is an uninstall (or some online method) is required to “disassociate” your account with the game, and then you can sell it. Otherwise, I would think GameStop would outright refuse to sell the system.
So this means the end of places like Gamefly or rentals. Also, the Craigslist used game market is dead since you don’t know if the game is locked or not… meaning the only place you can trust for used games would be places like GameStop or Best Buy. This is the only thing I could think of that would explain GameStop’s support.
