I think he is saying that Experience only had recommended settings for 4 of the 100 games on the system which makes sense as many of them were likely older titles or obscure indies and Nvidia is responsibly focusing their efforts on mass market titles.

Take a look at my wall of text a few posts up if you don’t see the point of the Ouya.
Hopefully Madcatz will make it work but vanilla Android and the Play store just aren’t designed to work without a touch screen so I suspect that it will be pretty frustrating at least initially.

Does the fact that PS Vita requires a PS4 (or PS3) to stream games to the handheld put you off from that handheld? Of course not because that clearly isn’t the primary purpose of a Vita and the same goes for Shield.

It is getting hard to ignore the number of impressive games that developers are able to build on mobile platforms like Android and iOS anymore but the roadblock to 90% of genres is that they just don’t really work on a touch screen. I see a device like the Shield as just one of the many Android gaming consoles that will push the platform forward as a whole and the best part is that it is mobile and incredibly powerful. In the next few years we will see many form factors that all come together to allow customers to decide how they want to play their games.
Even today we have many options: do you want a console quality controller and incredible sound built into a powerful device? Then the Shield is probably for you. Do you want a 7 inch screen with removable gaming controls? Then the wikipad is right up your alley. Would you like to play some of these games on your 60" television? Then maybe the Ouya, gamestick or Madcatz Mojo is perfect for you. All of this is available even though the platform is still catching up!
The real game changer though will be when Google realizes what they have on their hands and not only builds vanilla Android around this concept but enables the hardware creators to subsidise their devices by giving them 30% of the revenue from games bought on their systems. It will be that day when Sony and maybe even Nintendo realize that the notion of spending vast amounts of money on developing custom hardware is dead and they release A PSP or DS running off the shelf components and Android that the idea of a closed platform will officially be dead.

All spectrum is owned by the public, this is only different in that it had been reserved for government use.

I would be ok with this but not if SoftBank has any sort of intention of doing anything other than expanding coverage and keeping everything else exactly as it is.
