Windows 8 has changed where a large amount of the processing is done. Up until now almost the entire OS has been processed on the CPU, Windows 8 off loads parts to the GPU for a smoother more fluid experience as well as a more responsive OS

Actually Microsoft licenses the Activesync system (protocols) some notable companies that are happy to pay the fee include Google (Gmail) and Apple(iPhone) R.I.M. (All Blackberries).
And there are already competing protocols (Push IMAP)

Then explain the folder found in Windows Small Business Servers called Client Apps. This folder has been residing here since SBS 2000.

What is the problem? Mozilla/Google can/could still create a web browser that is restricted to the metro area. It won’t be as fast as being able to use some of the modern technologies.
But it is not actually preventing them from creating a browser. And as someone else has already said, Microsoft is likely to release the API’s in stages in the same fashion that they have with WP7

This isn’t so much a single OS but more of a system that involves multiple physical switches, sensors, relays etc that connect to a server(s).
It is possible with ‘current’ technology (C-Bus from Clipsal) but this is making it more user friendly and also a platform to assist with disabled/elderly persons
