I’m not sure what that’s supposed to mean. The United States was never bound to any provisions of the Kyoto Protocol, never ratified it or implemented it by any other means.
The US has actually reduced its emissions, but mostly due to economic woes and the rise of natural gas rather than much in the way of affirmative policy or Kyoto.
