I’m not a big Surface Fan but can’t you use Active X in the Browser if you open it from the Desktop? Alternatively, there is the Surface Pro with FULL Windows 8 and some other Windows 8 tablets that use Atom based chips. This is all assuming you’re married to using ActiveX
