Can someone explain exposure in video?


From my understanding exposure values is essentially the length of time the camera shutter is opened to collect light. If I set it at 1/4 a second that means that the shutter will be open for 1/4 of a second. In the Pro mode on my Galaxy Note 5 I noticed that when I set my exposure to a longer value, once I start recording video the video is much brighter and vice versa. I've heard of other people discussing changing exposure values when recording video but I never understood it. Video is essentially the camera taking many pictures a second hence 30FPS. Wouldnt the exposure value be 1/30 considering its 30 frames per a second? Are these people basically talking about frame rate or what?
