It’s easier to introduce mouse and keyboard as an alternative input method than the reverse. Especially with hover states.
I should clarify myself better: it doesn’t make sense for Apple to morph macOS around in this way because they already have iPadOS. And touchscreens still to this day doesn’t make much sense to put into the laptop devices Apple makes. For this you’d need specialized hardware and then we re-arrive at the iPad in the case of Apple.
